Cross-Border Healthcare
The proposal for a directive
on the application of patients' rights in cross-border healthcare
was launched by the European Commission (EC) in July 2008.
The aim of this draft directive is to put in place a specific instrument to ensure European citizens further legal certainty as to their right when moving to get treatment within the EU. The main emphasis of the directive is making it easier for patients to obtain approval and for an organised financial framework to be in place to pay for the healthcare.
The European Parliament adopted a legislative resolution (Bowis Report) amending the proposal of the Directive (first reading in co-decision procedure) on 23 April 2009.
The Council in charge of Employment, Social Policy, Health and Consumer Affairs agreed on a draft directive concerning the application of patients' rights in cross-border healthcare, on the basis of a compromise proposal of the Spanish presidency.
This common position will now be forwarded to the European Parliament for the second reading, which is likely to take place before the end of the year.
